Introduction
The Department of Transportation & Infrastructure is seeking highly motivated and experienced individuals to fill Senior Mitigation and Compensation Specialist positions within the Emergency Management Division and a Highway Engineering Program Analyst position in the Engineering and Technical Services Division.
As a Senior Mitigation Analyst and Compensation Specialist, the incumbent within the Emergency Management Division will have a direct hand in shaping the future of disaster resilience in Manitoba. This role will be central to the development and implementation of mitigation and recovery programs. The incumbent will support the Manager of Mitigation with program and policy analysis while also serving as the project lead on complex planning assignments. This includes engaging with a network of stakeholders to foster partnerships and collaboration, developing innovative programs and supports for communities and individuals, and advocating for policies that enhance disaster resiliency and recovery. Your efforts will contribute to minimizing risks, enhancing resiliency, and ensuring a swift and effective recovery when disaster strikes.
As a Highway Engineering Program Analyst, the incumbent within Engineering and Technical Services Division will report to the Divisional Analyst supporting the Assistant Deputy Minister’s Office. This position supports the department’s mission and mandate through research, analysis, recommendations and performance assessment of technical policies, programs and initiatives under the purview of Highway Engineering Services and Bridges & Highway Structures. This position serves as lead coordinator/analyst for mid-divisional and branch projects, including (but not limited to) technical policies and processes with application to highways and water infrastructure engineering throughout the entire department, technical program review, technical engineering documents, and support of legislative and regulatory amendments.

Conditions of Employment:
Must be legally entitled to work in Canada
Must be willing and able to work extended hours, including holidays, evenings and weekends as required.
Must be able to travel by ground and air across Manitoba with possible overnight stays, as required.
Must be able to possess and maintain a valid full Class 5F Manitoba Driver’s license (required for some positions).
Qualifications:
Essential:
Post secondary education in political science, economics, natural resource management, environmental science/studies/design, city planning, engineering, or related education. An equivalent combination of relevant education and extensive work experience may be considered.
Significant work experience in researching, developing and evaluating policy and/or programs within a work setting.
Experience interpreting and applying policy, regulations and/or legislation.
Strong knowledge of emergency management principles, provincial and federal legislation pertaining to emergency management and natural disasters or strong knowledge and understanding of Manitoba’s geography, including key water resource and transportation features.
Experience with analysis and the ability to synthesis information from a variety of sources.
Excellent written communication skills including experience writing decision making documents for senior management.
Effective verbal communication skills with the ability to present information to a variety of audiences.
Ability to navigate sensitive issues with tact and diplomacy.
Strong organizational and time management skills.
Strong interpersonal skills with the ability to develop and maintain strong working relationships.
Ability to work independently and take initiative with minimal supervision.
Desired:
Project management experience, or the ability to lead formal projects or programs from inception to completion.
