On June 2, 2025, the Dakota Resource Council, a North Dakota based grassroots organization that promotes the sustainable use of North Dakota’s natural resources and family-owned and operated agriculture, supported by the Manitoba Eco-Network, Save Lake Winnipeg Project, Food & Water Watch, and the Environmental Law & Policy Center submited comments regarding areat proposal to build a massive 25,000 head dairy operation in Traill County, North Dakota referred to as Heberg Dairy to the NorkthDakota Department of Environmental Quality (DEQ). The comments urge DEQ to reject the application because the proposed Permit does not comply with DEQ’s legal obligations under US federal law, North Dakota state law, or international legal obligations under The Boundary Water Treaty.
